| 摘 要： | 以人为本的科学发展观的提出，标志着中国共产党人执政理念的深化和拓展。以人为本不仅是科学发展观的核心，而且是社会主义社会的基本价值取向，其社会价值远远超过发展观的范畴。以人为本的普遍价值表现在：从现实基础来看，以人为本是中国现实社会发展的迫切要求；从适用范围来看，以人为本具有极大的广泛性和普适性；从贯彻落实的层面来看，以人为本从理论到实践的转化需要全社会的不懈努力。

| Abstract: | The core of the scientific development theory is people-orient,and the advancement of the theory indicates the deepening up and development of governing thought of CCP.The people-orient is the basic value of socialist society,its social value exceeds more than the scientific development theory.The universal value shows in the following: from the reality aspect,it's the urge of development of China;from the application scope,it's universal infinitely;from the fulfilment,it needs all levels to make efforts. |
