无地农民问题形成的制度分析及对策研究

文章运用制度均衡理论分析了我国《土地承包法》的意义和无地农民形成的原因，在土地资源失去均衡的条件下，运用制度变迁理论分析了土地承包制存在的长期性，根据调查数据资料对河北省无地农民存在的问题进行了深入研究，通过借鉴巴西解决无地农民问题的政策，根据我国实际情况，提出了小调整和开发荒地、建立健全农村社会保障体系、加强职业教育与技能培训建立农民就业的创新机制、加快农产品加工业发展提高无地农民收入等解决我国无地农民问题的对策。
