推动文化创新促进文化创意产业发展

本文认为,文化创意产业的核心是创新,是文化资源与其他生产要素的紧密结合,主要特征是文化与经济、科技在互相渗透、互相交融、互为条件的前提下优化创新、快速发展。新闻出版业是推动文化创意产业发展的重要源头之一,在落实新闻出版业"十一五"发展规划中,要着力发挥文化创意在出版内容创新和企业出版发展中的重要作用,利用文化创新成果推动新闻出版产业又好又快发展。第一,要牢牢把握有利于我国文化发展的重要战略机遇期,大力推动文化体制机制创新、内容形式创新和传播手段创新,更加自觉、更加主动、更加坚定地在建设创新型国家的进程中率先实现文化创新。第二,进一步推动以数字化为代表的新技术在新闻出版产业的深入推广和应用,发展数字出版产业和动漫产业,积极参与国际竞争;大力推动出版重大工程,有效整合出版内容资源;完善制度环境,积极吸聚优秀人才,推动传统意义上的新闻出版业进行现代产业化升级。第三,进一步健全版权保护法律法规,营造良好法制环境,强化版权执法,依法严厉打击各种侵权盗版行为,有力保护创新成果;提高企业的自主创新能力,积极培育版权相关产业的示范企业;以务实的态度进一步加强国际版权合作。

Stimulate Cultural Innovation and Promote Development of Cultural Creative Industries

The author points out that the core of cultural innovation industry is innovation and it is the combination of cultural resources and other factors of production.Press and Publication industry is one the important sources for the development of cultural creative industry.To seize opportunities and realize cultural innovation in the process of building an innovative country,we should,first,promote innovation in its structure and mechanism,its content and form,and its means of dissemination;second,develop Digital Publication industry and Animation Industry;third,launch major project of publication,improve institutional environment,improve the enterprises' capacity for individually innovation,and so on.
