| 摘 要： | 现阶段我国工业、城市化进程的快速发展，对现行农地制度提出了严峻挑战，要求必须对现行农地制度在适度稳定的基础上进行一些改革。根据对土地产权界定的成本收益分析，我国农地制度改革应遵循层次性和渐进性的基本原则。
