试论就业与经济发展的关系——兼论促进就业的对策措施

国际金融危机给我国就业带来了前所未有的冲击和挑战，经济复苏和增长对就业有拉动作用，但未必会带来就业增长。由于就业增加必然增加居民收入和促进消费需求，因而可以通过促进就业来实现经济增长的目标，以保证经济可持续性发展。促进就业是一项复杂的系统过程，不仅在宏观经济政策的制定上要坚持就业优先的原则，而且要形成全社会促进就业政策落实的合力机制。
