| 摘 要： | 按三个阶段评述了环境影响评价的概念在内涵上的延伸发展过程.第一阶段局限于单个建设项目的评价,第二阶段扩大到区域建设项目,第三阶段进一步扩大到对国家政策实施的评价.环境影响评价内涵的丰富和发展,使环评对象、范围、方法出现了新的特点.

| Abstract: | This paper is on the three developing stages of the elongation of the intention of the concept-environ- mental effects evaluation. The first stage is limited in the evaluation of single construction projects. The second is developed to regional ones,and the third,to the fufillment of the state policies. The development and abundance of the e- longation brings new features to evaluation targets,range and methods. |
