电力现货市场机组成本补偿机制分析

节点边际电价定价模式下,机组在现货市场收益可能无法覆盖其成本,因此现货市场一般采用成本补偿机制,但现阶段国内现货市场机组成本补偿机制差异较大,而少有文献进行系统性研究.鉴于此,对PJM的上抬费用处理机制进行系统梳理,介绍了机组各类成本的内涵、上抬费用的产生机理、各类上抬费用的数学模型以及分摊机制.在此基础上,介绍广东现货市场机组成本补偿机制设计的实践历程,进一步将广东机组成本补偿机制与PJM进行对比分析,并对广东后续机组成本补偿机制的完善提出建议.最后通过算例直观说明两种模式下机组成本补偿费用计算的差异.各省可以综合考虑市场公平性和经济性设计现货市场机组成本补偿机制.

Analysis of Unit Cost Compensation Mechanism in Electricity Spot Market

Under the locational marginal price pricing model, unit revenue in the spot market may not cover its costs. Therefore, the spot market generally adopts a cost compensation mechanism, but at this stage the domestic spot market unit cost compensation mechanism is quite different, and systematic research on the literature. In view of this, systematically sorted out the PJM''s uplift processing mechanism, and introduced the connotation of the various types of unit cost, the generation mechanism of uplift payment, the mathematical models of various uplift payment and the allocation mechanism. This article then introduces the practical process of designing the unit cost compensation mechanism for the Guangdong spot market, and further compares and analyzes the unit compensation mechanism for Guangdong units with PJM, and provides suggestions for the improvement of the unit compensation mechanism in Guangdong. Finally, an example is used to visually explain the difference in the calculation of unit cost compensation costs under the two modes. Each province can design the cost compensation mechanism of the spot market unit comprehensively considering market fairness and economy.
