The paper holds that labor market is basically characteristic of reemployment choice. It is the reemployment choice that joints together the labor markets inside and outside an enterprise. The frequency and the degree of difficulty and easiness of the employment choice determines the level of the integration of labor markets inside and outside the enterprise and the efficiency of the labor market. The management of the human resources in an enterprise, therefore, has to cast off the conventional concept of "staff belonging to organization", and take the staff's reemployment choice as its starting point. What is more, the fundamental solution to setting up and perfecting the labor market mechanism is to promote the reemployment choice.
