摘    要:如何更好地利用现代化技术和手段实现调度指挥信息一体化、手段智能化、调整自动化,是铁路调度指挥技术发展的方向和重点。在阐述美国、德国、日本等国外铁路调度指挥模式现状的基础上,结合我国铁路局集团公司调度所各调度工种之间组织分工、作业模式和制约因素,分析铁路局集团公司级调度指挥一体化发展的可行性,提出铁路局集团公司级调度指挥一体化方案,最后以北京局集团公司调度指挥优化组织的实践为例对调度指挥一体化模式实施前景进行探讨,为提高我国铁路运输管理水平、优化资源配置提供参考。

Abstract:How to make better use of modern technology and means to achieve the integration of dispatching and command information,intelligent means and automation of adjustment is the direction and focus of the development of railway dispatching and command technology.On the basis of explaining the present situation of the dispatching and commanding modes of foreign railways such as the United States,Germany and Japan,this paper,combining the organizational division of labor,operation mode and restrictive factors among dispatching jobs in the dispatching office of China Railway Groups,analyses the feasibility of the integration of dispatching and commanding at the company level of Railway Group,and puts forward a scheme of the integration of dispatching and commanding at the company level of Railway Group.Finally,a case study of dispatching command optimization organization of Beijing Railway Group is selected to analyze and evaluate the implementation effect of dispatching command integration mode,which can provide reference for improving the level of railway transportation management and optimizing the allocation of resources in China.
