关于建立中欧班列质量评价指标体系的探讨

为强化中欧班列核心竞争力、打造国际物流运输品牌、进一步引领中欧班列高质量持续发展,按照中欧班列质量第一、效率优先的高质量发展理念,建立规模范围、速度时效、运输效能、经贸贡献、货运安全等5个板块二层级指标体系,明确中欧班列质量评价指标数据来源,为中欧班列高质量运营管理提供借鉴。针对中欧班列质量评价指标运用,提出分层级、差异化评价,多元化、系统性评价,分区域、整体性评价,分阶段、有侧重评价,强化指标数据共享、互通等运用策略。

A Reflection on the Establishment of the Quality Evaluation Index System of China Railway Express

To strengthen the core competitiveness, creating international logistics brand and further leading high quality and sustainable development of China Railway Express, according to the high quality development concept of quality first and efficiency in priority, this paper builds up a index system which contains 2 levels and 5 sectors, such as scale range, speed and timeliness, transport efficiency, economic and trade contribution and freight security, etc., determines the data sources of quality evaluation indicators and provides reference on a high quality operation management of China Railway Express. In view of the application of the quality evaluation index in China Railway Express, this paper puts forward the application strategies of the hierarchical level and differentiated evaluation, diversified and systemic evaluation, regional and integrity evaluation, phased and focused evaluation and strengthening index data sharing and interconnection of index data.
