我国食品安全危机管理中的政府能力——基于三聚氰胺事件的案例分析

摘    要:文章以三聚氰胺食品安全危机事件为例,借用了伯奇(Birch)和古斯(Guth)的危机管理模型分析在危机管理中的政府能力,探索在食品安全危机中政府承担起的监管角色在与社会、市场互动中体现出来的能力和不足,提出了从危机走向转机要摆脱法律层面的简单重复性建设,走向能力和责任的体系重构以及社会多元参与网络的建构。

Abstract:Taking the Infant Formula Scandal as an example, by means of crisis management model of Birch and Guth, this paper analyzes government capacity in the crisis management, explores the role of governmental regulation in food safety crisis and shows its ability and insufficiency in the interactive market and society. And puts forward that to transfer from the crisis to opportunity, it is proposed not to do simple repetitively construction in legal aspects, but to reconstruct ability and responsibility system with social network.
