俄罗斯医保制度改革及对我国的启示

俄罗斯已经建立起了多层次的医疗保障体系,以强制医疗保险为基础的社会医疗保险承担了主体保障责任.近年来,为了克服制度建设中所面临的问题,俄罗斯不断优化完善医保制度设计,提高基金统筹层次,强化再分配机制,完善公立医院和药品流通改革,取得了较好的成效.我国应借鉴俄罗斯的相关经验,加强医保制度的整合和衔接,强化财政对低收入群体的倾斜力度,做好医保改革、医疗机构改革、药品流通改革的统筹和配套.
