中国城镇住房制度改革四十年*

城镇住房供给侧结构性变迁的客观原因是社会经济条件的变化,主观原因是住房供给的理念变迁;住房理念变迁引致住房制度变迁,住房制度变迁引致住房金融变迁,住房制度变迁和住房金融变迁引致住房民生改善的变迁,住房制度变迁、住房金融变迁、住房民生改善变迁正是关于中国住房供给侧结构性变迁的核心内容。因此,基于现代经济学的住房供给一般原理和历史经验,本文阐述了改革开放40年中国特色社会主义城镇住房供给制度的历史演进、金融支持、民生改善,总结了改革开放40年中国住房供给侧结构变迁带来的相关成就,最后以上海市为例阐述了新时代中国特色社会主义城镇住房供给侧结构性改革的思路。

THE URBAN HOUSING SYSTEM REFORM IN CHINA FOR 40 YEARS

The objective reason of urban housing supply side structural changes is the change of social and economic conditions, and the subjective reason is the change of concept of housing supply. We also believe that the change of housing concept leads to the change of housing system; the change of housing system leads to the change of housing finance; and the changes of housing system and housing finance lead to the change of housing livelihood improvement. The changes of housing system, housing finance and housing livelihood improvement are the core contents of Chinas housing supply side structural changes. Based on the above understanding, the paper is divided into the following six parts: (1)It elaborates the general principle and historical experience of housing supply based on modern economics. (2)It expounds the historical evolution of the socialist urban housing supply system with Chinese characteristics in the past 40 years of reform and opening up. (3)It expounds the financial support of urban housing in China during the 40 years of reform and opening up. (4)It expounds the improvement of peoples livelihood in urban housing in China during the 40 years of reform and opening up. (5)It summarizes the achievements of Chinas housing supply side structural changes in the 40 years of reform and opening up. (6)Taking Shanghai as an example, it expounds the ideas of the supply side structural reform of urban housing with Chinese characteristics in the new era.
