Explanation of China's Policy of Interest Rate from the Perspective of Rent- seeking Theory

The paper tries to understand and explain the interest rate adjustment behavior, or the rate policy, of China's Central Bank from the perspective of the economic theory of rent seeking and public choice. Central Bank's department interests determine its behaviors in rate police. China's present rate-control system provides rent-seeking behaviors with large room, while extensive rent-seeking behaviors would produce significant effect on the rate policy of the Central Bank, and even hinder China's interest rate reform towards a market oriented system.
