| 摘 要： | 如何补偿经济性、体制性和社会性沉淀成本,促进各类生产要素充分流动,是东北老工业基地再次腾飞的基本保证。在补偿或减少沉淀成本的过程中,不仅需要价格市场化,而且还需要加速产业结构调整,甚至进行必要的产权结构置换。

| Abstract: | How to compensate the cost economically,systematically and socially and how to improve the flow of all kinds of productive elements are the basic guarantees for the rejuvenation of northeast China's traditional industrial base.During compensating cost and reducing cost,not only price marketization is needed but also the industrial strutures should be adjusted and the equity structures should be renewed. |
