| 摘 要： | 湿地具有其他生态系统无法替代的独特功能和作用。本文以生态系统整体观点为出发点创新湿地管理机制,提出了流域分片管理机制、申请许可制度、统一授权管理机制等对策思路,为促进湿地管理工作的发展、建设生态文明社会提供决策参考。
