The obstacles and solutions in the penal collaborations during the customs' border protection of the intellectual property rights

Under the current system of penal collaborations, the customs, together with the public security departments, work against the crimes involving intellectual property rights infringements. This article lists and analyzes the obstacles concerning the border protection of the intellectual property rights while collaborating with legislation and enforcement departments ; this article also provides solutions and countermeasures like perfecting legislation, coordinating conflicts, and strengthening the on - the -job communications and staff exchange to remove the obstacles.
