| 摘 要： | 中国少数民族地区幅员辽阔，是绝大多数少数民族人口聚集的地方，也是边疆地区和自然灾害及环境恶化最为严重的浅层发展区域，有明显的区际落后性和区内发展不平衡性，据其特殊的经济社会发展现状与趋势，通过合理的行政和市场手段配置金融资源，要构建“政策性为导向-合作性为核心-商业性为辅助”的可持续发展的农村金融体系，有其理论和实际依据。

| Abstract: | The minority regions of China occupy vast territory where most of the minority population assembles there.And they are also the border region and the lacking-development region of most serious natural disaster and environmental deterioration.These regions exist obvious regional under-development and inner imbalance of development.There are theoretical and practical foundations to construct a sustainable rural financial system of "policy guide-corporation core-business aid",based on the special economic and social development status and trend and using reasonable administrative and market measures. |
