On the other hand, the western part of China, having rich natural resources, is still very backward and gradually becomes an awful factor, which restricts the further development of the national economy. Our government has timely introduced a strategy to develop China's western regions, so as to promote steady, rapid, coordinated and healthy development of the national economy. But the problems, such as how to make rational development of western regions and give an impetus to the development of economy, and finally to achieve the strategic objective, have been focused on by many administers and experts of national economy. The American have succeeded in developing western part through years of efforts and have accumulated a wealth of experience. Compared with their natural resources, geographic features and the important position in the development of national economy, the western part of American is very similar to the western regions of China..
