| 摘 要： | 高等教育大众化是我国经济、政治等多种因素发展的必然要求，但由于我国教育资源相对不足和教育资源的利用率较低，因此高等教育必须集约化，让高等教育大众化与集约化协调发展。国家一面加大投资、广筹资金实现高等教育的大众化，另一方面要加强管理，保证教育资源的有效利用达到高等教育的集约化。让高等教育在大众化的前提下实现集约化，在集约化的基础上实现大众化。
