江苏省区域非平衡发展的政策视角分析

文章选取江苏省13个地级市1978-2017年面板数据,基于索罗余值法和数据包络法测算了全要素生产率(TFP),同时,采用增长核算法测算了资本、劳动和全要素生产率对经济增长的贡献率并进行了泰尔指数分解。结果表明:江苏各区域TFP持续增长,苏南地区TFP增长最快;江苏经济的持续增长主要由资本投入驱动,其次是劳动力投入和TFP;资本、劳动和TFP对经济增长贡献率的区域间差距都有缩小的趋势;改革开放初期,江苏区域政策未得到有效执行,但近年来取得明显成效。

An Analysis of Unbalanced Regional Development in Jiangsu Province from the Perspective of Policy

This paper selects panel data of 1978-2017 in 13 prefecture-level cities in Jiangsu province,and measures total factor productivity(TFP) based on Solow residual method and data envelop approach.At the same time,the contribution rate of capital,labor and TFP to economic growth is calculated by using growth kernel algorithm,and the Theil index decomposition is conducted.The results show that TFP has been increasing in various regions of Jiangsu province,and the fastest growing TFP is in the southern region of Jiangsu province;the continued growth of the Jiangsu province economy is mainly dependent on capital investment,followed by labor input and TFP;regional differences in the contribution rates of capital,labor and TFP to economic growth have tended to narrow;in the early days of reform and opening up,the regional economic policy of Jiangsu province were not effectively implemented,but these policies have achieved significant results in recent years.
