长三角地区乡村振兴发展水平综合评价研究

乡村振兴战略实施成效直接关系到"三农"问题能否得到有效解决,关系到中国能否全面建成小康社会。构建科学的乡村振兴评价指标体系,寻求有效的评价方法是推进乡村振兴战略实施的基础保障。文章在梳理学术前沿研究成果的基础上,从乡村振兴战略"二十字"总要求的5个维度,拓展出18个具体评价指标,构建出乡村振兴评价指标体系,运用因子分析法对长三角地区苏浙皖3个省份的40地市进行了实证评价和分析比较。研究认为:当前乡村振兴工作中应该加大对农村地区投入,改善农村基础设施状况;继续深化农村改革,着力提升农村集体经济水平;培育新型农业经营主体,加快农业现代化步伐;以特色小镇推动乡村振兴、促进城乡融合发展;充分利用长三角区域一体化政策红利,为乡村振兴提速增效。

Comprehensive Evaluation of the Development Level of Rural Revitalization in Yangtze River Delta Region

The implementation effect of rural revitalization strategy directly affects whether the problem of agricultural and rural farmers can be effectively solved and whether China build a well-off society in an all-round way.To build a scientific evaluation index system of rural revitalization and to seek effective evaluation and research methods is the basic guarantee to promote the implementation of this strategy.On the basis of combing the cutting-edge research results,18 third-level indicators were selected from five aspects including industrial prosperity,ecological livability,rural culture,effective governance and rich life,and the evaluation index system of rural revitalization was constructed.This paper uses factor analysis method to make empirical evaluation and analysis of 40 cities in 3 provinces of Jiangsu,Zhejiang and Anhui in Yangtze River Delta region.In the current rural revitalization work,we should increase input in rural areas and improve the condition of rural infrastructure;deepen rural reform and raise the level of rural collective economy;cultivate new agricultural management subjects to accelerate the agricultural modernization process;use characteristic small towns to promote rural revitalization and promote the integrated development of urban and rural.
