| 摘 要： | 本文在对人口结构变化和人口老龄化状况、城乡居民人均收入水平的差距以及城乡统筹改革试点的逐步推进进行分析的背景下,对完善新型农村社会养老保险体系的可行性进行分析。通过分析得出完善新型农村社会养老保险体系在政策上面具有保障性和支撑性,并对目前农村土地流转的困境进行分析,得出了土地流转与农村社会养老保险之间存在着互惠机制,最后本文提出了完善新型农村社会养老保险体系的总体思路——土地流转换保障。
