| 摘 要： | 准公共基础设施建设项目应用无追索融资模型可以解决政府建设资金短缺的问题，保证支付的存在为私有投资商进行项目融资提供了便利条件；从风险管理的角度，分析了项目实施过程中所面临的融资成本及各种风险存在方式；采用多目标规划方法，构建了政府财政补贴比例最小化为主要目标函数的项目投资决策优选模型，并运用算例进行了验证。
