| Abstract: | The rate of development of minority regions in the west not only has an effect on the development level of our national economy as a whole,but is also directly related to the realization of the bluprint of an affluent society.Apart from the objective and historical factors that restrict the development of the western minority regions,the present state of human resources and their utilization mechanism in these regions are also at play. |
