我国地区能源消费状况及发展战略研究

能源利用效率过低问题是我国当今经济建设亟待解决的突出问题。为此,我国政府在"十一五"(2006-2010年)规划纲要中专门制定了节能降耗战略。但是,由于相应的考核评价体系和政策法规的不完善,没有引起地方和企业对节能降耗指标足够的重视,使得我国在2006年这一开局之年取得的战果十分有限。从此背景出发,文章根据我国不同地区的能源消费状况进行了聚类分析,并据此结果给出了相应的地区能源政策建议,这对我国的能源考核评价体系的完善具有重要的参考价值。

Analysis on Local Energy Consuming Instance and Developing Strategy of China

The low energy utilization efficiency is an urgent problem for our current economic construction. To solve this problem, our government made a specific energy saving strategy at the synopsis of the 11th five-year-plan (2006-2011) at the beginning of 2006. However, due to the incompleteness of the relevant assessing system and statutes, many local governments and corporations did not pay much attention to energy saving indices in 2006, the beginning year of the 11th five-year plan and didn't make significant progress in their energy saving process. Starting from this background, this paper analyzed the condition of Chinese different regions' energy consumption by cluster analysis method and put forward relevant energy saving strategy advices, which would be an important reference material for complete our energy saving assessment system.
