内蒙古区域经济差异分析

本文认为,以"羊、煤、土、气"等资源优势而闻名的内蒙古自治区经济增长速度连续6年排名全国第一,其中呼包鄂地区尤为突出,但区域内12个盟(市)的经济发展差距却呈现加大趋势,经济发展的不平衡性日渐明显。文章提出,第一,强化区域经济增长极间的协同效应,鼓励和引导先进生产要素向落后地区流动,加快发达地区向不发达地区产业转移的速度;第二,推动蒙东地区项目主导型工业经济的发展;第三,加快落后地区的企业变革,引导国有资本退出竞争性行业,鼓励企业并购和资源整合行为,实现企业优势互补;第四,转变经济增长模式,制定科学的宏观调控经济发展战略,根据各区域经济发展的不同阶段,遵循"重点突出、均衡发展"的原则确定区域差异化经济政策。

Analysis of the Regional Economic Inequity in Inner Mongolia

The authors believe that the imbalance of economic development in Inner Mongolia Autonomous Region is becoming more and more obvious.To solve this problem,we should,first,encourage and guide factors of production to flow to the backward areas and accelerate the industrial transferring from developed areas to backward areas;second,promote the development of project-oriented industrial economy in the east Inner Mongolia;third,accelerate enterprises reform in the backward areas,and forth,change patterns of economic growth and formulate the scientific macro-controlled economic development strategy.
