| 摘 要： | 义务教育投资体制是一个国家能否真正实施义务教育从而达成一个国家与民族共同价值观的 制度保障,文章回顾了新中国成立以来的义务教育投资体制的变迁,指出必须从制度上完善和保障义务教 育经费的筹措与拨付才能真正实现我国普及义务教育的宏伟目标。

| Abstract: | The compulsory educational investment system ensures weather or not one nation puts into practice compulsory education in the real sense by which that nation and its national values are created.This article reviews the changes concerning the compulsory educational investment system since the founding of the New China.It reiterates that it is impossible to attain the grand goal of popularizing compulsory education in China genuinely without systematically safeguarding and perfecting the financing and appropriation of compulsory education expenses. |
