| 摘 要： | 招投标制度的实施产生了积极的经济效果，但同时在招投标过程中却产生了高额的社会成本。分析了工程施工招投标中社会成本的产生过程，以及招投标双方在招投标过程中社会的成本。从招标方和投标方两个角度，提出在保证市场竞争条件下降低社会成本的措施和建议。

| Abstract: | The implementation of the bidding system has had a positive economic effect. However, high social cost comes into being in the process of bidding. This paper expounds the cost that comes into being in the process of bidding, and analyses the process of social cost in bidding. Lately, it provides the measures and suggestions that reduce social cost from the point of tender side and bidder side. |
