| 摘 要： | 文章在介绍环境影响评价中公众参与内涵的基础上,阐述了体现公众参与有效性遵循的原则和公众参与环评的内容,并对提高公众参与有效性的方法进行了探讨,由此得出,提高公众的代表性、选择有效的调查方法、采取有效的参与形式、设计科学的调查内容、增强统计方法的有效性、合理公正地处理反馈意见,才能真正发挥公众参与在环境影响评价中的有效性。

| Abstract: | On the basis of the public participation connotation in environmental impact assessment, this article expatiates the principle of the validity and the content of the public participation in environmental impact assessment, and discusses the method how to improve the validity of the public participation. Thus it can be obtained that only if we enhance the public representation, choice effective investigation method, adopt the effective participation form, design science investigation content, enhance statistical method validity, and deal with the feedback opinion reasonably and fairly, the validity of the public participation could truly display in the environmental impact assessment. |
