论我国农村经济组织形式的创新

我国农村经济组织形式的创新应当走强制性变迁与诱致性变迁相结合的路子.首先应尽快改变农地产权虚置和残缺的现状,还农户对土地的完整产权,在此基础上,应走国家扶植企业、企业扶植农户的新路子,使广大农户能够扬长避短,以最低的成本、最快的速度和最恰当的定位进入市场,并能有效地承担市场主体的角色,从而使我国既有的土地资源和丰富的劳动力资源科学系统有序地纳入市场经济运行的轨道.

Concerning the Innovation on the Organization of China's Rural Economy

If the current situation in China's s rural place (esp. that in mid -west of China) ,is to be improved in a short time,where the economic operations have little to do with market system,we must combine Induced Change and Imposed Change together in the process oi innovationg the organization of China's rural economy. Thus ,our suggestions are as follows: Firstly, to make rapid reform in the property rights of farmlands, which are now nominal and empty, and to restore complete property rights towards farmland to each farmer. Secndly, based on the first point, we're supposed to adopt the new'government - supporting - enterprises - and - enterprises - supporting-farmers'manner,so that the farmers can develop their strong points and avoid the weak ones,entering into the right market with the lowest costs at the highest speed; and effectively playing the lesding role on the market. This will, on one hand, put the utilization of our rich resources (farmland and labour force)on the right track of market economy;and on the other hand,contribute to the rapid progress of the social productive forces in rural place and to the smooth accomplishment of the double hisorical tasks of industrialization and urbanization in China.
