| Abstract: | The train of high quality professional, scientific research and community service belong to the basic functions of colleges and universities. In the course of realizing the popular high education, the scientific research and education staff have been one of important scientific research strength, their scientific research becomes the prerequisites of the development for one university. Therefore, the quality concept should be erected for the scientific research of universities. The correct and reasonable evaluation on the achievements of these research and teaching persons not only concern the benefit of the research and education staff but also concern the development and innovation of university and the train of professional. |
