我国黄金生产企业的主要差距与改革策略

随着我国财政、金融、投融资体制改革的不断深化 ,要求黄金生产企业从原有的单一生产型企业转变成直接面对市场竞争的生产、经营一体化企业。我国黄金生产企业必须在规模、技术、后备资源和管理水平等方面缩小与国际先进水平的差距。本文提出了相应的改革措施 :1.完善税费制度 ,优化适于黄金生产企业生存发展的软环境 ;2 .建立现代企业制度 ,实现投资主体多元化 ,拓宽融资渠道 ;3 .研究黄金市场 ,优化风险管理 ;4.提高采、选、冶技术水平 ,降低生产成本和经营成本 ,提高效益 ;5 .加强黄金地质勘查 ,增加黄金后备资源储量 ;6.实施跨国经营战略。

The Main Gap Between China's Gold Manufacturing Enterprises and International Advanced Level and Some Measures in Reform

With the steadily deepening the restructuring of public finance, investment and financing, It is neccesary for the enterprise to shift from the single- production VAT to the integration of production and operation directlyfacing the market competition, and shorten the gap with the international advanced level in scal, technology,reserve resources and management The paper discusses some proper measures including: perfect the system of tax and administrative charges while optimize the soft environment for the development of the enterprises; establish modern- enterprise system, realize the diversification of investment and extend financing channels; study the gold market and optimize the risk managment; improve the technological level of mining,ore dressing and smelting, reduce the cost of production and operation and yield greater economic results; enhance the gold geological prospecting, increse the gold reserve resources; and finally implement the strategy of transnational operation
