| 摘 要： | 新型工业化是传统农区走出发展困境的有效道路,但要实现新型工业化并不是一蹴而就的事情,需要为新型工业化的发展创造各种积极条件,制度和制度创新是决定发展快慢的重要因素,有效的制度安排是政策实施和经济运行的制度基础。对于传统农区来说,最需要的就是土地制度、社会保障制度和农村组织制度等制度创新,为新型工业化创造制度条件。

| Abstract: | New industrialization is an effective way for traditional agricultural areas to overcome difficulties in development,but it can not be done in one day to finish new industrialization.We should create conditions for it.System and institutional innovation are important elements to promote its development.For traditional agricultural areas,the most important is to get ready for new industrialization in institutional innovation like land system,social security and rural organization system. |
