对“国家-经济”关系的讨论与解读——基于地方政府“购房落户”政策的思考

摘要：面对各地方政府实施的“购房落户”政策拉市行为，社会各方“江湖纷争”。透过这些纷争，直接涉及关于“国家一经济”关系的讨论。西方的经济理论传统经常陷入国家工具性和国家内在性的这样二元分立思维中，从而在面对中国特殊和复杂的经济现实时陷入“中国化”的困境。从地方政府作为自身利益行动者的视角，分析它的治理结构，就可以更好地认识地方政府的各种决策和行动。

Of "National-Economy" Discussion of the Relationship and Interpretation: Based on local Government "Purchase Settled" Policy Thinking

Facing local governments＇ behavior of pulling market by policy of ＂house purchasing and settling＂, all social parts disputed each other. These disputes directly related to the discussion of ＂relationship between state and economy＂. Western traditional economic theory often caught in binary thinking of the national instrument and the national internality. Thus facing China＇s special and complex economic realities, the theory trapped into ＂China＂ dilemma. From the perspective of the local government as actors in self-interest, to analyze its governance structure can better understand the various decisions and actions of local governments.
