中水回用的困境与对策

我国推广中水回用多年,但实际效果却不明显。有技术方面的原因,也有制度方面的原因,以及经济发展阶段的原因。针对不同的原因可以设计出不同的对策,如宣传教育、政府补贴、改革水价等,但是这些对策都不能从根本上解决问题。本文论证了只有利用产业化和市场化的机制,加上政府采取有效的政策引导和监管,中水回用才能得到有效的发展。

The Difficulties and Solution of Reclaimed-Water Reuse

Reclaimed water has been introduced into China for many years, but, practically, the effect is not well. There are technical problems, institution problems and even obstacles of economy developing stage. Different policies can be taken as countermeasures, such as government propaganda, subsidy and increase water price. However, these policies can not solve it fundamentally. Only basing on market mechanism and with effective policies of government guiding and management, reclaimed-water recycle will be well developed.
