流域综合管理研究述评

通过对国内外有关流域综合管理的概念、要素、内容和功能的辨析,认为流域综合管理是一个复杂系统的决策制定过程,在流域的不同空间尺度和决策层面表现出不同的内容和特点,并发展为适应性综合管理的新趋势。进一步讨论了流域综合管理的信息系统建立原则和数据转化2个共性问题和流域综合管理中社会维度的价值和内容。最后,对流域综合管理的研究现状进行总结评述,并针对中国流域管理现状提出几点展望。

Comment on integrated river basin management research

Integrated river basin management（IRBM） is a new idea and analytical framework for resolving water problems and conflicts under restrictions from traditional river basin management systems.IRBM emphasizes the idea that high-level decision-makers use ecological and selective integrated management ideas combining implementation and carrying out of the level participatory mode together to resolve water issues.The core value of social institutions and organizations is used to increase the river basin management efficacy.By means of identifying the concepts,elements,contents,and functions of IRBM in China and elsewhere,IRBM should be considered a decision-making process for complex systems.The content and the features are different for river basins with different spatial dimensions and at different decision levels.IRBM has become a new tendency in integrated management.The principle of establishing information systems,two common problems in data transformation,and the value and content of the social dimension are further discussed in this paper.The current research status of IRBM is reviewed and several perspectives are proposed for current basin management in China.
