| 摘 要： | 确保粮食战略安全,实现农村一、二、三产业融合与乡村振兴,推动农业现代化,必须培育好新型农业经营主体。但是新型农业经营主体在成长的过程中,存在产出能力后劲不足、农业产出效率有待提升、劳动者素质亟待提高、经营主体内部数量失衡等问题。影响新型农业经营主体发展的因素包括科技进步、资金投入增多和政策支持等有利因素以及生产条件落后、规模化程度不高、劳动力素质低等制约因素。提出改善农业生产的基础条件、推进适度规模化经营、加强职业农民的培育等对策,促进新型农业经营主体成长。
