| 摘 要： | 中亚地区地理位置重要,矿藏资源丰富,历史文化复杂,多受周边强势文化影响,呈现大国博弈剧烈,多元平衡外交突出;国家形态不完善,国家意识不强烈;国家之间发展不平衡,存在不少分歧等特点。中亚的油气资源格局表现为资源丰富,分布不均;多元平衡,大国博弈;油气对外合作政策略微收紧。中国与中亚的油气合作存在诸多机遇,但缺少整体战略,需要全新思路。中国石油企业在壮大能源"丝绸之路"、构建合作样板的同时,要实施企业层面的"中亚战略",并推动国家制定和实施国家层面的"中亚战略"。
