竞争中性、国企改革与市场演化研究——基于国际博弈的背景

竞争中性原则是当前中国推进改革开放过程中必须要面对的一个重要问题,在中国未来的发展中具有深刻的意义。本文首先分析了竞争中性原则在目前国际博弈中的经济和政治双重内涵,然后分别从国企改革、市场深化和国家崛起三个视角研究推行竞争中性原则对中国发展的重大意义。最后,从双重承诺接受竞争中性原则、创新优化国有经济地位和作用、引导多元经济协同演进及消解美国打击四个方面,提出了我国推进这一原则的基本策略。

Research on Competition Neutrality,State-owned Enterprise Reform and Market Evolution--Based on the Background of International Game

The principle of competition neutrality is an important issue in the process of China’s reform and opening up, which has profound significance in China’s future development. At first, this paper analyzes the dual connotations of the competition neutral principle in economy and politics in the current international games. Then, from the perspectives of state-owned enterprise reform, market deepening and the rise of the country, this paper studies the significance of the implementation of the principle of competition neutrality for China’s development. Finally, the strategies of promoting this principle in China have been put forward from the following four aspects. They are dual commitment to accept the principle of competition neutrality, innovating and optimizing the position and function of state-owned economy, guiding coordinated evolution of diversified economy and elimination of U.S. attack.
