| 摘 要： | 推进荥阳市、上街区一体化发展，可以充分发挥两市区的现状区位优势，对于大幅度提升区域整体竞争力具有重要的现实意义。为此，要明确一体化发展思路，坚持共赢原则，优化推进方案，加快观念创新、市场创新、制度创新、机制创新和组织创新，为两市区一体化发展提供保障措施。

| Abstract: | Advancing the integrative development of Xingyang - Shangjie giving full play to the status of two urban location advantages for improving the overall competitiveness of the region is of great practical significance. So, we should have the idea of integrative development, adhere to the principle of win optimize programs to promote, accelerate the innovation of new concepts, market, system, mechanism and organization, and provide safeguards for the integrative development of the two urban regions. |
