论反倾销与反补贴对我国国内产业安全的保障作用

倾销与补贴具有两面性:一方面它们会对国际贸易产生一定的负面影响,扭曲国际市场上的公平竞争关系和资源的优化配置,并对进口国国内产业造成损害,另一方面它们也可能是出口国市场经济体制正常运转的体现,或者是政府为弥补市场之弊端而采取的必要手段,其存在有一定的正当性。反倾销与反补贴措施对于保护我国国内产业具有比较明显的效应,但也存在一定的局限性,包括贸易转移效应、增加中间产业使用进口产品的成本等。为有效、适度、合法地保护国内产业的安全,我们应积极完善相关的反倾销法与反补贴法。
