东北老工业基地体制机制变迁中的路径依赖与锁定效应分析

东北地区等老工业基地的振兴关键是体制机制创新,其核心是打破原有制度变迁过程中的路径依赖和锁定效应。功能性锁定、认知性锁定和政治性锁定是东北老工业基地制度变迁中所面对的三种主要的路径依赖和锁定效应,即锁定到本地企业与政府间的纵向垂直关系,锁定到当地有效的制度供给不足和锁定到保留原有传统结构的组织和制度三个层面上。必须从正式制度和非正式制度两个方面入手,实现东北地区体制机制变迁中的制度解锁,从而实现东北地区的经济振兴。

Path - depending and Lock - in Effect of Institutional Innovation in the Northeast old Industrial Base

The hinge of revitalizing the old industrial bases in the northeast of China is the institutional innovation.Its kernel is to break the path-depending and lock-in effect in the course of realizing the intrinsic institutional change.However,this may be faced with three main path-depending and lock-in effects,namely functional lock-ins,cognitive lock-ins and political lock-ins,concretely locking the lengthways and vertical relations between local enterprises and government,locking the supply deficiency of the local effective system,and locking the reservation of organization and system of the intrinsic traditional structure.With regard to the formal and informal institution,the paper holds the importance of actualizing the system unlocking of the system and mechanism in the north-east area so as to achieve the overall economic revitalization in this area.
