| 摘 要： | 农村土地流转是在联产承包责任制的集体所有、分户经营制度基础上,从生产关系层面解决农业生产力和生产关系方面的制度创新;在土地流转过程中存在各种风险和引发的诸多社会安全问题比较突出,本文主要从土地流转各方的经济利益冲突、纠纷解决渠道、农业土地流转立法、执法以及耕地保护、节约意识等层面分析各种社会风险及其引发社会安全问题的原因,为实现风险预警,进行制度防范提供理论参考和实践参照。

| Abstract: | Rural Land Transferring is an institution al innovation to solve the conflict between agriculture productivity and productive relations,which is based on the original household contract responsibility system and tries to overcome its limitations and drawbacks.However,various social risks and social safety resulted from Rural Land Transferring are very serious and projecting and influence on the steady of rural areas,even the steady of the whole society.The paper is mainly to analyze the causes that results in these social risks and safety problems from various aspects. |
