对我国进口国际再生资源的探讨

进口国际再生资源是消除我国资源环境双重瓶颈制约的有效途径，目前，我国进口再生资源存在着规模偏小、逃税漏税、管理寻租和拆解污染等问题，因此在回收利用国际再生资源时，要正确区分“废物”和“洋垃圾”，通过完善废物进口管理的法规政策，扩大进口废物目录名单，先行“国际再生资源监管区”试点，加强进口再生资源的国际合作等途径，促进再生资源国际大循环，从而实现节约资源能源，保护生态环境。促进我国经济社会的可持续发展。
