关中地区城市化过程中土地利用问题研究

研究目的：基于关中地区城市化过程中土地利用问题现状，探讨解决途径。研究方法：实证分析和规范分析方法。研究结果：关中地区城市化过程中土地资源未得到合理有效的利用，应当引入“精明增长”理念，严格控制建设用地增长规模，推进形成主体功能区，建立区域土地利用沟通协调机制，合理利用土地，促进区域和谐发展。

Issues on Land Utilization during Urbanization in Guanzhong Region

The purpose of this paper is to explore effective ways of land use during the urbanization in Guanzhong region according to its current situations. Empirical analysis and normative analysis are employed. The paper concludes that, in the process of urbanization in Guanzhong region, the land resources have not been rationally and effectively used, the concept of smart growth should be introduced to strictly limit the growth scale of construction land use, propel the establishment of main functioning zones as well as the formulation of a communication and coordination system for regional land use, which would finally lead to rational land use and harmonious development in this region.
