面向产业集群的科技服务管理研究

以科技服务资源敏捷流转于产业集群为目标,构建了面向产业集群的科技服务管理模型,该管理模型不仅可促进相应资源的交互共享,而且可推动行业技术能力的提升;同时,通过技术培训、科技成果转化、企业孵化等方式,可实现专业技术人员、产业集群辐射体系的自我生长,以及科技能力服务区域的拓展。以陕西区域集聚产业链、长三角区域中小企业集群科技服务管理为例,进行该管理模式的推广,结果表明:随着服务管理驱动产业结构调整的运营机制的建立,最终形成了一种跨区域、跨产业的"大产业圈",最大限度地实现了产业结构与资源配给的优化。

Research on Science and Technology Service Management Based on Industrial Cluster

To make the science and technology service resources transfer promptly in industry cluster,the management model of science and technology service based on the industry cluster is proposed.The management model not only promotes sharing and alternation of the relevant service resources,but also improve industry technological capability.Meanwhile,self-growth of technical personnel,professional services and industry cluster are implemented through technical training,the transformation of scientific and technological achievements and enterprise incubation.Taking the science and technology service management of Shanxi and Yangtze-river-delta region industrial chain as example,the management model is extended.The result shows that the great cross-regional and cross-industry industrial circle is finally formed with the creating of the operation mechanism which promotes industrial structure adjustment by the service management and the improvement realizes the optimization of the existing industrial structure and resources allocation.
