风暴潮灾害防灾减灾能力评价——以山东省沿海城市为例

摘    要:本文对山东省沿海城市风暴潮灾害防灾减灾能力进行评价。首先,建立风暴潮灾害防灾减灾能力评价指标体系,分别考虑自然防护能力、监测预警能力、社会防灾能力和恢复重建能力。其次,运用层次分析和Critic法相结合的方法确定各项指标的权重,进而引入模糊综合评价法计算出各市的综合得分。根据各城市得分得出结论:青岛、烟台和潍坊防灾减灾能力较好,威海和东营防灾减灾能力居中,滨州和日照防灾减灾能力较差。最后,针对风暴潮灾害防灾减灾能力的评价结果提出相关政策建议。

Abstract:This thesis evaluates storm surge disaster prevention and disaster mitigation of coastal cities in Shandong Province. First, we create storm surge disaster prevention and disaster mitigation evaluation index system, considering the natural protection, monitoring and early warning capacity, disaster protecting capacity, recovery and reconstruction capabilities. Secondly, we use AHP and Critic Combination methods to determine the weight of the indicators, and then introduce the fuzzy comprehensive evaluation method to calculate the cities of the composite score. We get the conclusion based on the scores of each city: Qingdao, Yantai and Weifang have better disaster prevention and mitigation capacity, Weihai and Dongying have medium disaster prevention and mitigation capacity; Binzhou and Rizhao have lower disaster prevention and mitigation. Finally, based on the evaluation results of storm surge disaster prevention and mitigation capabilities, we propose relevant policy recommendations.
