土地整理投资区域差异、原因及建议

研究目的:依据土地整理区域方向和投资优化机理,比较分析2000—2004年土地整理资金投放的区域差异,探讨差异形成的原因,提出相关建议。研究方法:数据对比分析法。研究结果:研究期内各省土地整理总投资与新增耕地投资成本出现明显差异,总投资最大的前三个省是浙江、山东和江苏;随着土地整理资金不断投入,浙江、山东和江苏每公顷新增耕地的投资成本出现不断上升趋势;投资总量最大的区域是东南区和华北区,中部区和东北区两大粮食主产区未形成投资重点;中部区和东北区对国家投资的依赖度最高;出现上述区域差异的原因是土地整理投资基本由土地出让收益决定,未实现区域统筹。研究结论:2000—2004年期间政府投资的区域重点与土地整理宏观第一目标存在较明显差异,建议建立区域统筹的土地整理投资机制。

The Regional Differences, Reasons and Suggestions of Investment in Land Consolidation

The purpose of this paper is to analyze the regional differences and the reasons of national investment in land consolidation from 2000 to 2004.The paper also makes suggestions on regional direction of land consolidation and optimized investment mechanism.Methods of contrast analyses were employed.The total investment of land consolidation and investment cost of increased arable land from 2000 to 2004 were different among provinces while the three top investment provinces were Zhejiang,Shandong and Jiangsu.With the increment of total investment of land consolidation,the investment costs of increased arable land had been rising in the above provinces.The biggest investments occurred in southeast and north part of China.The major grain production regions,the middle part and northeast part of China which rely on the national investment most,were not the focus of investment however.The regional investments of land consolidation from 2000 to 2004 were decided by the income of land transfer,and the regional coordination was not achieved.So it's essential to found a mechanism of regional coordination regarding the national investment.
