标准化战略的国际借鉴及中国的路径选择

技术标准是技术性贸易壁垒的主要内容和实施手段，是产品进入国际市场的通行证。在当今知识经济时代，技术标准不仅成为限制他国产品准入的重要手段，更成为影响产业安全甚至国家经济安全的一个重要问题。本文总结了美国、欧盟及日本等典型发达国家实施标准化战略的成熟经验，针对中国标准化工作的现状及存在的诸多问题，从标准化战略体系的形成、国际标准的采标率、国际标准制定的深度参与、标准化战略与知识产权战略的结合以及政府行为和非政府行为的合理搭配等方面提出了中国的路径选择。
